Article V of the Constitution has been in operation for 228 years. We've had 33 proposed amendments with 27 of them ratified, all proposed through Congress. So we have a working amendments process. Opening the Pandora's Box of the 2nd method of proposing amendments could lead to an overthrow of the present Constitution. How? Study the 1787 Convention in Philadelphia. The delegates to that convention overstepped their authority by creating a new method of ratification for the amendment- a new constitution- that they proposed. Thus, they changed the ratification process that had been laid out in the Articles of Confederation. Couldn't that happen again in the Article V Convention? Why not?
