This stage is the opposite of Angel Island Zone.

In that level, Sonic and Tails land the Tornado on the beach, and proceed through the jungle in pursuit of Knuckles, only for the whole forest to be set on fire halfway though.

Here, Sonic is racing to get off the island before it gets engulfed in flames - going through the jungle to meet Amy and Tails on the shore and take off in the Tornado 2.
