Ensure a 60-40 partnership in between HAL and private companies in manufacturing of jets for IAF.
Lets say IAF wants 100 TEJAS MK2 within 3 years, give 60 to HAL and 40 to private companies. It will ensure faster availability of jets and also let HAL to work under less pressure. Otherwise consider 100 to be manufactured by HAL with a 20 per year target including all the delays that can happen, you need 5-6 years to be deliver. With also involvement of the private sector, 100 can be delivered within half time. And also ensure the regular tech upgrade of the previous as well as the new within every 3-4 years and induction of new weapons on them. Consider also the making of a mixed supply line of TEJAS MK1, TEJAS MK2(for IAF with first flight in 2025 with production line ready within 2028-29), TEDBF(for navy with first flight in 2026-27 and production line ready within 2030-31), TEDBF-G(Ground based aircraft on the base of TEDBF with first flight in 2027-28 and production line ready within 2031-32), AMCA(for IAF with first flight in 2028 and production line ready withing 2034-35). Ensure any advanced aircraft in plans should have its 1st flight within very strictly 2028 and availability of engines readily without delays through strict time bound contracts. Also the Engine problems, try also inducting private companies in India(if they can) to make jet engines having dry thrust at least 120-130 KN and also having similar dimensions similar to GE-F414 or RR-EJ2000 or may be better and also ensure positive work on KAVERI-2.0 to ensure availability of engines all the time.
