We have used Evapo-Rust to successfully remove rust from small components by soaking them in a jar filled with Evapo-Rust solution. We also soaked parts of a bike frame in a tub where we wrapped parts of the frame in paper towels soaked in Evapo-Rust. The results were generally good, although not all of the rust was removed. We decided to conduct another experiment with Evapo-Rust.
This time we wrapped parts of the frame on a completely assembled bike in paper towels dipped in Evapo-Rust then covered the paper towels with plastic wrap to prevent them from drying out. After about 20 hours we removed the wrappings. The results were not very good. In a couple of spots the rust was removed, but most of the spots were still rusty. Perhaps the rusty areas need to be soaked in Evapo-Rust for ti to work. Because the bike was fully assembled, the fluid gradually dripped out from the bottom of the wrappings on the fork, although the paper towels were still wet when they were removed.

Why not use the Evapo Rust gel? You can paint it on and remove easily.
