Ok so for clearty there are three type of model.
1. EPC model - in this model NHAI invest all the money and collect the toll by themselves. This model is adopted where the initial traffic is very less, but the connectivity is important and in some case for national interest.
2. BOT model - In this the traffic is high. So NHAI doesn't invest anything. the contractor built it and maintain the road for concession period ( usually 15-20 years ).
3 HAM mode - Also called Hybrid Mode this is the mixture of above two where the total cost is shared by NHAI and Contractor ( usually 40:60 ratio ) . This model is now adopted all over the place and is most suitable. ( For intial years contractor recover its investment by toll collection then NHAI recover after that.

There is also TOT(Toll Operate Transfer) its newly inducted and is a better revenue monetization plan, wherein NHAI leases out an already operational highway for a long term contract against a lump sum money.
they sign a concessional agreement with the company which includes fresh modification of infra.

Toll is still collected on Pune-Nashik Highway. As it crosses boundaries of 3 districts around 3-4 tolls are collected. :(
