This really depends. As a 41 year old who works around a lot of millennials, the term cute has definitely morphed into meaning something else. And most of the time when they say it, male or female, they are definitely attracted to the person, even if the intent is not to date. It use to be halfway offensive or kinda like "aww how sweet" at times, but these urban millennials aren't using it that way so much anymore. To them, if you get a "cute, " it means "ok, you have my attention, I'm listening. What's next?" Then perhaps, it may also be a location thing. But still, it's generally an open door of sorts that you've been noticed and/or scoped out. So better to run with it than be taken aback. Folks gotta evolve with the times.
