If I were to guess, it's a footing for an above ground lift to service vehicles. My nephew has one in his garage.

A correctly laid floor would have a layer of crushed stone and a damp proof membrane. This has none of that.

Let’s all forget the fact that adding a giant hole in your concrete is a pretty easy route to give it to crack and shift. Better hope that slab is settled.
