Quick theory:
Lives determine the maximum threshold of which the monkeys can continue battling before having to retreat.
Cash may be used to prevent certain monkey towers from being commanded by malicious forces (prof. evil maybe?)

For the “bloons have/dont have feeling” contradiction in the video, here is one possible explanation: bloons are somehow sentient and have the thoughts, so "they can feel envy". But they lack nervous system to feel the physical pains when they are hurt, and that's probably why the B.A.D will fearless march towards destination even when talking the devastating firepower from a M.A.D.
