I have it done like that. Mind that when you're cleaning the filter, the water always pours from it. Everything you have below will be soaked. Think wisely about materials and access to clean it up so it doesn't mold.
Personally I will never have a washing machine elevated again. It can't be properly leveled. It creates vibrations that pass to the nearby materials and then walls. I had to add sponges to isolate. It is convenient to have detergents or dirty laundry below, and the shelf is really neat. But this is a huge compromise. I don't care about all that when cleaning the water from underneath, it's so awful I rarely clean the filters and it's not good. I need to pull out the drawer (and it's very solid and heavy of course) because there's water everywhere.
And yes the washing/drying machine does have a water drainage hose but it doesn't work entirely and a lot of water is still in the filter.

Appliance serviceman here. Whatever you put in the drawer below the washer will be wet, keep that in mind. ALL front load washers leak a little bit ~ enough that'll ruin just about anything you put in the drawer. You'll pay extra to get your washer repaired because it's so built in.

Nop. The counter over the washingmachine is my folding spot and my place to organize the clothes per owner/use in piles. So no, the long counter besides the sink is a must.

How about this revolutionary idea... a small chair... yeah? Save your renovation money and just buy a small stool or maybe one of those ladders that can also double as a chair
