The barge with the six steel beams is called a Spud barge. The six steel spuds are lowered to the sea bottom to stabilize the working platform.

The rotor blades would look like they indicate 3 rotate clockwise and 3 counter-clockwise, also no tail rotor to counteract torque from what would be the main rotor and the length of the rotor blades would appear to be too short to be of any apparent benefit.

Looking at number 19, the bridge windows give some form of scale, I don't think it is that big!! forget 'photo shopped' people. Seriously, consider how an 'Auto Gyro' works, could the rotor blades when auto rotating offer greater stability and some horizontal propulsion?, if so it's not so daft!!
