It is a linux distribution, just because it is very different and add a real value than other distro don't make it "not a Linux distro"
A Linux distro by definition uses the Linux kernel and use its own set of tools, and that's all...

Also the file system isn't "completely different", it is literally the same as any other distro, with an addition.

What you're refering to is called FHS (Filesystem Hierarchy Standard) which is just a standard that most distros follow. NixOS and others like it, are non-FHS linux distributions. But it is still a distribution of linux. The word "distribution" isn't concrete enough to gate-keep.

Of course its a linux distro, a linux distro is simply the linux kernel, a package manager, and a collection of software, usually gnu software, just because the package manager does things differently and places items in different locations doesn't mean its not a linux distro.

A Linux distro is a system that uses the Linux kernel, which makes nix os a Linux distribution as it makes Hannah Montana Linux a Linux distribution. Gentoo does things differently to other distributions, it's still a Linux distribution. Same goes for openWRT or damn small linux

All you need for a Linux distro to be a legit distrio is the Linux kernel, imo. I realize a culture of other standards and practices have grown up around Linux, but in the end it is a kernel. Some people might think that's too reductive, but we'd have to just disagree.
