One advantage of the triple-expansion reciprocating steam engine over steam turbines for an ice breaker is backing power. Steam turbines typically have a lower power turbine for backing down, or just a section of the low pressure turbine. An ice breaker needs full power astern to operate in ice. Tugboats continued with reciprocating steam engines for the same reason until diesel power took over.
The U.S. Coast Guard 180’ buoy tenders were about the same size as SS Stettin (about 55 meters LOA, 935 ton displacement) built a bit later, starting in 1942. They were designed for a secondary role, ice breaking in harbors and on rivers with a strengthened hull and cut-away bow. These small ships used diesel electric drive to get full reversing power for both maneuvering around buoys and ice breaking.
Germany was an innovator in using large diesels to propel ships. I would expect they stuck with steam for the Stettin for two reasons: availability of existing engine and boiler designs for coastal freighters and large tugs, plus Germany had a lot of coal but had to purchase oil abroad.

Ich war im Februar auf dem Schiff und war überwältigt. Ich bin selbst Dampflokheizer und es juckt unter den fingernägeln da selber mal mit zu fahren.
