Congrats to those who spent years looking for this and finally found it. Took me like 5 years because I was 4/5 years old when I first watched it and could only remember that there was a talking starfish girl. "Finding Nemo Darla sequel where she turns into starfish" and "movie where girl turns into starfish" never came up with anything useful but then one day it did. I think I finally got my answer in 2016 but I'm back here for nostalgia again.
