The Fat Controller is driving Winston around as he checks on track repairs that are underway. The Fat Controller is not used to driving Winston, and the inspection car wishes he didn't need a driver. When the Fat Controller forgets to put on his brake at the next stop,, Winston starts to roll down the track and his wish comes true, albeit for a short time.
