It can be true by adding suffix BC. In 1995 BC if a person is 10 years old, then after 5 years, i.e., 1990 BC, he'll be 15 years old! B.C. stands for Before Christ, and it means the number of years before the birth of Jesus Christ.

I think that person admitted in room no 1990 is 15 yrs old, and the person admitted in room no 1995 is 10 yrs old.

The person who was 15 years old during 1990 may be a female. And the other person is boy who is 10 years old during 1995. Because at first statement you mentioned as a 'person' and in second mentioned as 'he's' 10 years old.
