If he scores Dallas still technically has a chance to win the game (highly unlikely) but still has a chance. But he went down on the 1 yard line and unless there is a fumble on the snap on a qb knee guaranteed the Eagles win.

The first punt return is actually a "No Consequence" situation. So no matter if he fumbles or gets tackled for a safety, the ball will go back to the spot that the punt team touches it. Of course, if he advances or scores, the Raiders keep that advantage. That's why it was 1000IQ.
