How To Transfer Google Drive Files From One Account To Another

Ah, so you can only transfer within the same organization. I have a business account and a personal account and sometimes documents are put into the wrong account. I tried transferring ownership and it can't be done because they aren't in the "same organization". I can share them but I want to be able to delete them from one account completely. I guess I'll have to do a lot of copy and pasting of documents.

For example if i make someone as owner do the drive space will be free for us and automatically gets filled for other?

It doesn't work for folders with files. Folder owner was changed but files inside not.
