I like your vision although I'd clean out some of the previous ROH talent and lean more into the underused AEW talent like Gunn Club, John Silver, Lee Moriarty, Shawn Spears, Shawn Dean, Top Flight. I don't think they'd need many of the pervious roster with the amount of talent that are just vibin and waiting right now but that's just me.

As someone who's new to AEW, the main issues I have with them is how they handle their wrestling roster and constantly making hot takes against the wwe. I'm not sure if I heard right but didn't former wwe wrestlers like Jericho criticized AEW management for being sloppy with booking and character heels. It still baffles me that Cody Rhodes still went back to WWE despite claiming not to return. I still have hope for AEW succeeding but if they continue doing what they're doing right now, they're going to crumble the same way WCW did.

Fam I'm fucking witchu and your channel. I only disagree with making ROH a developmental show. No you don't want to do that, you want to elevate as a legitimate brand of its own.
An easy fix would be to rebrand Rampage as an ROH branded show going forward as Rampage as is has the feeling of a throwaway show so you can rebrand that and make it a live brand with it's own touring schedule this way TK has two touring brands that make him money. An economically efficient way would be to book your first live show at Daily's Place and start touring from out of Daily's. I'd also rebrand Elevation as a AEW Dynamite specific YouTube show and Dark would be rebranded as an ROH specific show. As for time slot I'd go traditional two hours starting at 9pm on Friday nights.
As for my roster I'm putting people who'll draw and are ROH alumnus. Adam Page, Jay Lethal, Samoa Joe and Dalton Castle all former ROH talents three of which are former world champions and one a former young boy all grown up in Adam Page it tells an awesome story. Add Brian Cage, Lance Archer, Colt Cabana, Matt Hardy, Christian Cage, Christopher Daniels and Frankie Kazarian and you have enough storyline worthy matches to carry over the brand until you sign on more talents to the brand.
TV Division- Rhett Titus, Lee Moriarty, Matt Sydal, Ryan Nemeth, QT Marshall, Preston Vance and Shawn Spears to start this division off.
Pure Division- Tony Nese, Josh Woods, Jonathan Gresham, Silas Young and build four pillars in Eli Isom, Dante Martin, Lee Moriarty, and Brian Johnson.
Women's Division if I were TK I'd focus on this division look to sign Sasha Banks, Naomi, Persia Perroti, Candice Lerae along with Mercedes Martinez, Leva Bates, Abbadon, Diamante, Leyla Hirsh, Penelope Ford, Emi Sakura and Anna Jay. I'd utilize these females to spark off the women's division.
The tag teams you chose were on point like a mfer I'd also add Bear Country, BnB(Butcher N Blade), the whole Dark Order.
If TK were to utilize these talents to build the roster and add on a few cast offs from NXT they'd be alright. For talents your not utilizing heavily on ROH TV just have them fill out slots on Dark as that would be rebranded ROH specific.
As far as future signings are concerned you place the talents on the brand that needs the holes filled.
As for their working relationships if AEW is going to work with NJPW, I'd make ROH working relationship DDT specific. AEW works with Impact, create a working relationship with MLW and make it ROH specific, this way when doing future Forbidden Door ppvs it makes for a much more extensive card.
TK will have two unique brands if he were to do it this way.
