I'm having trouble understanding your explanation.
The transient response: is the sum of the natural and forced responses when the natural response is large.
The steady-state response: is similarly the sum of the natural and forced responses BUT when the natural response is small.
Note: - The natural response is directly related only to the system. It is how the system acquires or dissipates energy.

-if the system is unstable then the natural response (acquiring energy) is always large so there is little evidence of a steady-state response.
- if the system is stable then the natural response (dissipating energy) is only large during a certain period of time which is the time when transient response exists.
-The forced response is directly related to the external inputs.
