Perhaps, you haven't read one of the Soviet cult books, "The Little Golden Calf". There is a scene, how a guy becomes a millionaire, but finds out that he can't do anything with his money.
Tourism didn't exist the way you described, that you just picked up a destination and went there, as you liked. Of course, unlike in that book, there was corruption and things were actually possible for huge money, but in general, all the accommodation was reserved. Either for working trips, or, if going to vacation, you had to get a voucher. In general, these vouchers were delivered by the trade union, and there was a huge shortage. If you weren't a part of the nomenklatura, or at least working in the high priority field like military industry, you had little or no chance to get into the most popular destinations like Crimea, and for getting to less popular destinations, you had to wait in line for years.
