Monotheistic theocracies beat Machiavelli to these ideas. Instead of a temporal leader who could be eliminated by assassination, they threatened the credulous with an omnipotent, omnipresent ruler who supposedly threatened eternal punishment while promising postmortem rewards for good behavior.
