Should the UK Deport All Illegal Immigrant Criminals?

An Albanian man who entered Britain illegally will be allowed to remain in the UK, despite having been jailed for 8 months. The government applied to expel him, but judges ruled his crimes didn't meet the threshold for deportation. So should the UK deport all illegal immigrant criminals?
