Just to shed some light on this matter - people who have small waists are generally just smaller in general. You’ll notice that they have very small hips as well (eg Rose), which means that the hourglass shape that most Koreans associate small waists with would not occur - this is why hip pads are extremely popular: it’ll give an actual illusion of an hourglass. Similarly, you’ll notice those with small waists (and hips) wear really baggy pants to provide the same illusion.

Conclusion: waist size doesn’t matter. My waist size is 24.5 inch but I have 35 inch hips so I often get comments by my friends about how thin my waist is - we measured it once and my friend ended up having a thinner waist
