It's really hard to learn both and both have their second and third forms, like RAIKIRI & purple lighting, rasinshuriken and diff rasengans

Well based on how long it took to learn. Resengan was harder to learn taking 2-3 years of experience while Chidori took 2 weeks. You cant count their kids since for some reason kids in anime always learn way faster than their parents.

Chidori is more difficult because the user can't see surroundings while using it unless they've sharingan

Chidori is probabaly harder since u need the 2 tomoe sharingan to perfect it

But chidori is more cool and sasuke trained 3 years to master it perfectly and later he can run ligthining through his whole body and sword, so chidori is more stronger than rasengan.
