Hi sir, we are planting a forest in 40000 sq ft area. Will this area be enough to attract rain?

Sir, v live on 2nd floor.... don't have any land...yet v do some plantation in parks....v have kept around 120 pots on my terrace which includes peepal, jamun, guava, anar....how else can v help so that rains come back...I know, only keeping some pots, won't help....but what can b done
