I think they intentionally not make Jungle and Swamp Villages for the pure novelty initially. However, with upcoming Villager Trade rebalancing, they are now intentionally not making villages for these biomes because there are very good item trades in these biomes. They are making sure getting these strong enchantments and trades will not be easy, and they are trying to make the players to build a village in these biomes, and doing the effort is having these trades as the reward.
