The recent update has changed money, etc unlocking all tiles definately has an upkeep.

stair and path asset mod is all but broken-especially the underground pedestrian buildings-I wish they still worked, they were amazing for getting people around and off the streets. but alas.

I would also recommend getting Skyve if you don't already-it preloads mods before you launch the game and tells you about potential mod conflicts
