Border Patrol Chief Raul Ortiz contradicted his boss, Homeland Security Secretary Alejandro Mayorkas, at a hearing Wednesday. When asked if DHS has operational control of the entire border, Ortiz replied no. Last year, Mayorkas said DHS does have operational control at the border.
