ATACMS is old tech. At least 30 to 40 years old. Russia and China has much much better. Chinese even has several variants of intermediate range hypersonic missiles which even Russia does not. But it wouldn't be difficult for Russia to develop. The US is years behind.

This is hardly surprising. Secrets are fleeting things, and military secrets more fleeting than most. The US will adapt, improvise, and overcome in the face of this latest intelligence failure. Why Ukraine did not destroy the weapons rather than allow them to fall into Russian hands is beyond me. Maybe they were too busy trying to stay alive - that often happens in war, and there is no shame in it.

It's absolutely nothing special, a barely upgraded V-2 frankly. Russia has much better stuff than that and it can be produced at reasonable price too. It's not as if Russia were neophytes in guidance system and cybernetics.
