I need some help find HIPAA/PHI information. I can't seem to get any help. I work for a third party billing vendor. I have always been told working for third party that we cannot contact a patient directly but to have the provider reach out. But recently my employer says we can because of her contract with providers. I can't find any information on this. She has instructed me to find this.

Can you please help me? I have called many government agencies and my state medical board with no luck.
