While everyone is talking about the police "apparently" dying, let's all not forget this is the FF franchise. The swat personnel who he gave the grenade to, fell behind the frontdesk counter. Though it appears that grenade when out in a huge explosion, the guy must've last second went underground through a door to escape his death.

I'm pretty sure that's what happened.
