You should wait for the alcohol to dry otherwise it will not only cause more pain for the cat but can also cause hemolysis which can make some tests invalid.

Pretty sure Kelsey meant butterfly catheter not butterfly syringe :) 
It is also good practice to break the seal of syringe plunger by pulling it back to release that pressure before drawing blood with it. This is to help avoid collapsing the veins.

Do vets ever draw from this vein a little lower? Like closer to the foot? My cat has an irritated spot in that area, looks a bit like a puncture wound, but he had blood drawn about a month ago, and I wonder if that's what it's from...maybe he just kept licking it & it got irritated?
