The head and shoulders comment did get me, about as much as someone in the comments the other day laughing that Lucius lacks Eternal Warrior. Trust the EC to have all characters there though, they love getting looked at while Salamanders are just humble

Don't forget the Emperor's Children unique reaction. If something scary is charging Fulgrim, you can utilise that to hopefully get a charge off instead.

I love how effective Lucius is in a challenge, but any unit that has S8 or Instant death such as Savatar, Eidalon, or Abbadon will destroy Lucius if he fails 1 invuln. He is good and considering he can make opponents hit on 6s for the 1st round of combat for 5 pts is awesome.

Best character can kill anything if you roll enough 6s and your opponent enough 1s.

Any thoughts on what to run Fulgrim with? I note your previous plan was to have list synergies in part 3 but I guess thats part 4 now. Default candidate is phoenix guard but I think they will suck for primarch deathstar matchups.

Concerning Lucius as a loyalist I'd go a step further: Why not remove that allegiance keyword from special characters and allow "alternate timeline" armies to play stuff like the Dornian heresy?
