Let's see Steele dominated in the pre season against guys who are no longer in the NFL. Against players that are he's averaging 3 YPC and already lost a fumble. I dont think either Perine or Steele will be fantasy viable, but Perine will get the higher value touches so between the two I would prioritize him.
