I think the merchant is implied to be part of the castle once (he hates ramon, gives you instructions to clear pests, destroy the blue medallions)

like both of those times in RE4(remake) and RE8(village) i thought of the merchants as one of those tough ass bosses...i m sure those merchants have some power which they dont want to show
