It is called the The Monroe Doctrine.

Simply put: it is a policy in which the USA considers the Western Hemisphere its “backyard”. That it considers any foreign military institution, its forces, or its property, in the Western Hemisphere a threat and will not tolerate its presence at all.

The Cuban missile crisis is one example of the Monroe Doctrine in practice.

NATO potentially expanding into Georgia, which in 2008 started a war between Russia and Georgia, and nato potentially expanding into Ukraine, is something that the USA would never tolerate if it was happening to them.

Russia is defending itself. Western civilization are not the good guys; not even for their own people.

He's referring to a battle which the Empire of Sweden defeated Czarist Russia in a catastrophe for the Russians. They were able to succeed years later after military reforms.
