You can create multiple vms on-premises as well. Using type 1 hypervisor also known as bare metal hypervisor. Example VMware esxi, VMware vSphere, Microsoft hyper-v etc. You can share one hardware with multiple VMs which will be running in DC. Even Microsoft is using type 1 hypervisor I.e., Hyper-v in the background of azure cloud.
