24:50 Science is based on verification and verification of a fact is based on thorough and detailed inquiry (investigation). So assumption I is also implicit. Both I and II will be the answer to the question.

To check it further, if we negate assumption I i.e. Science does not encourage investigative spirit, in such a case, without investigation, the information obtained might not be reliable to an extraordinarily high degree as mentioned by the statement. So assumption I is needed for the statement to be true.
