I’m hoping that the Keres Legion are a smaller subfaction of the Wolves movement from Breakpoint. The MO of both Deimos and Walker match nearly identically; former special forces operative became disillusioned when he felt that politics was hindering the accomplishment of missions and was unnecessarily endangering soldiers.
We know Deimos is also developing chemical warfare missiles - which is what Rainbow was following a lead from when they showed up on Aurora in Breakpoint
