The fact that this tackle ended Goodfellow's season shows why this rule is in place. Punters in the act of punting must be protected because they are extremely vulnerable to leg injuries if tackled. The defender should have held back unless he saw Goodfellow try to advance the ball on the ground, just like on any other punt. It's not complicated.
