my local council is so bad that they wont build/approve anything unless it will provide some benefit to certain councilors and the mayors business interests. for example... it took them 8 years to replace the dangerous 50 year old foot path in my street, meanwhile they built a multilevel car park in less than 18 months, that nobody uses, for "future development "

This is so accurate dealing with Councils…any Council, anywhere in Australia.

It's not just councils. It's any large organisation has these problems. People warming chairs in meetings and sticking their oar in just so they can later point to their "contribution", or just basically out of boredom.
