I just started thinking...like...just now, If the player or in this case Reiji in game left Rockport to go back to Palmont City, would Razor go back to being Number 1 on the blacklist until Reiji returns to Rockport? Sort of like the fill-in most wanted? Or would Reiji still be #1 even while out of town?
