Thinking I should put down some PGR because of all the rain. Would like to mow once a week now as my life schedual is picking up.

I would say use a blower to get the moisture evaporating to accelerate the drying process then mow an hour later

Or use a rake or broom to knock the water beads, get it to the soil so you can use the vacuum of the mower to bring more grass blades up instead of dragging up water vapor which is denser than warmer air

I can't wait for my grass to dry because my city loves to fine people who don't mow their lawns. They love money and love to grab at any chance to be an inconvienance. Its a hassle dealing with the city. Weather my lawn clumps or not I still have to mow it.

Drag a long hose across the lawn (it's easier with help).
It acts like a squeegee.
