Most countries did that from ancient rome to British antislavery naval operations.

It was also done in order to guarantee peace between the newly reformed United States so that post war those that were still riotous and vengeful would be satisfied. This was for peace for the betterment of the country; it was a settled amount between liaisons for Lincoln and ones for the Southern (I.e. former slaveholders). As for the 40 acres and a mule…it depended upon which area of the country you were granted land as to whether it was taken back or not. There were several areas in many different states where landed was allotted. Some states flourished under this plan and kept their agreements, while others were not so generous. Nonetheless there were several areas of allotment (ex: Oklahoma) that thrived, with former slaves finding prosperity through that provision of land. Remember, there’s exceptions to everything. Nothing is black and white, no pun intended.
