You can't keep messing with the poor!
We need good roads, but we can't keep taking money from the poor. There are really some legit poor people in this world. 
Raising taxes is not in my budget, and should only be a last resort! However sooner or later they are going to have to raise them.
I say come up with a good plan to fix our roads w/o taking anything more from our poor people. Raise the taxes if needed and lets move forward.
