It's not about waiting for divorce its about waiting after divorce for woman only for three months in order to know if she's pregnant or not, if she's pregnant, her iddah(waiting period of 3 months) will increase for 9 months until the baby is born.

Divorce twice, then either keep her on good terms or release her with kindness. These are 3 times for divorce.

The first two times, the woman spends the waiting period for divorce, which is 3 menstrual cycles or 3 months, in her husband's house. He does not force her to leave it, nor does she leave it. There is wisdom in that, because during this period, the anger may go away, the souls may calm down, and each of them may review his mistakes.

If the 3 months pass and they do not return from the decision of divorce, the woman becomes irrevocably divorced from him. If he wants to return to her after this period, it is with a new marriage contract and a new dowry.

This is for the first and second divorce.

The third time, the husband cannot return to marry her a second time. Each one goes his own way. If the woman marries after her 'idda and she got divorced by her second husband and she passed her 'dda from, if the first husband came and proposed to her again, there is nothing wrong with that. He can marry her with new marriage contract and dowry.
