He was framed and he is from the noble and ancient house of Black, they are known to be insane

But if sirius were under the influence of the imperious curse then he would’ve been telling the truth yet would’ve been guilty, the minister was probably afraid of that outcome so he probably didn’t bother, on top of that if Sirius could’ve been a secret keeper FOR VOLDEMORT so he would’ve been telling the truth to the serum but in reality he would’ve been lying!
