what's the difference in using "transform" effect other than just animating scale in motion tab?

I had a question though, I need to go into the title layer in order to transform (make the text move up and down). But when I do that I can't create kerframes. And when I change the position of the text, the mask moves with the text up and down. How can I fix this?

Why didn't you set the anchor point to the location of his face so you didn't need to counter animate?
