The funny thing is that 250 chunks per hour is actually only about 1.1 blocks per second, whereas the normal Minecraft walking speed is about 4.3 blocks per second.

250 chunks * 16 blocks per chunk / 60 minutes per hour / 60 seconds per minute = 1.11 blocks per second

250 chunks per hour is actually slower than walking, since it's 1/10 blocks per second (4 km/h in real life measurements) while walking is 4.317 blocks per second (around 15.54 km/h). So basically in Minecraft walking speed is going at least over three times the speed limit.
