Cody Rhodes and Rey Mysterio in a Falls Count Anywhere match

Cody Rhodes faced Rey Mysterio at Wrestlemania 27. At the end, Cody hit Rey with a knee brace, hit him with the Cross Rhodes and pinned him to win the match. On Smackdown, Cody faced Trent Barreta. At the end, Cody hit Trent with the Cross Rhodes and pinned him to win the match. Cody attacked him after the match, Rey came out, attacked Cody, tried to take off his mask but Cody ran away. A week later, Cody was cutting a promo, Rey came out, attacked him, put him into position, went for the six one nine, but Cody countered. Rey hit him in the face, then hit him with a six one nine in the stomach and Cody ran away. A week later, they faced each other. At the end, Rey countered Cody and pinned him to win the match. Then Cody attacked him. They were fighting in the fan area, Rey threw Cody over the barricade. Cody caught Rey and hit him with the Cross Rhodes and put a bag over his face. Next week, Cody attacked Rey again. They met in a Falls Count Anywhere match at Extreme Rules. They were fighting in the hallway. Cody pulled this beauty off. Cody threw Rey on the counter and Rey jumped on him. They got back to the ring. Cody threw Rey into the steel steps. Inside the ring, Rey hit Cody with a mist, hit him with a six one nine, jumped on him and pinned him to win the match.

I have some qualms about this feud:
1) if the blowoff is a falls count anywhere/no DQ, why does the Face have to use mist, a sneaky trick, to beat the Heel?
2) WWE loves to stop-start book Rey strong. If he really is “the greatest masked wrestler of all time” why do they jabroni him so much? (I know bc he’s small) but Cody doesn’t get the rub of defeating established Main Eventer, Former World Champ, Lucha Legend Rey Mysterio, if you’re also gonna use him to put over Finlay, Mike Knox, Khali, etc
